New and old textile specifications can be implemented during the transitional period

The GB 18401-2010 "National Basic Technical Specifications for Textile Products", which was originally scheduled to be implemented on August 1 this year, will be postponed until August 1, 2012. Compared with GB 18401-2003 "National Safety Technical Code for Textile Products", what are the major changes in the 2010 version? How do the new and old standards transition? Enterprises should pay attention to those issues in the implementation of standards? With these questions, the newspaper exclusively interviewed Sun Ximin, deputy director of the Standards Division of the Science and Technology Development Department of the China Textile Industry Association.

The new and old versions of the transitional period can be implemented. Reporter: The 2010 version of the National Basic Safety Technical Code for Textile Products, which was originally scheduled to be implemented on August 1 this year, was postponed until August 1, 2012. From August 1, 2011 to July 2012, During the 31st of the month, how do the new and old standards transition?

Sun Ximin: Mandatory National Standard GB 18401-2010 "National Basic Safety Technical Specifications for Textile Products" was released on January 14, 2011, many companies are very concerned about, one after another to inquire. In order to facilitate the enterprises and relevant parties to correctly grasp the new standards and ensure the smooth transition of the new and old standards, the National Standards Committee made the “Replied to the Delayed Implementation of GB 18401-2010 <National Standard for Safety of National Textile Products”, and The National Standard was postponed until August 1, 2012. It stipulates that textile products that do not comply with GB 18401-2010 "National Textile Product Safety Standard Specification" starting from August 1, 2012, prohibit production, sales and importation. ". However, there is no precise description of which standard should be implemented during the period from August 1, 2011 to July 31, 2012. In response, the National Standards Commission formally wrote a reply to the China National Textile and Apparel Council on July 29, stating that the national standard for GB 18401-2010 "National Basic Safety Technical Specification for Textile Products" was postponed until August 1, 2012 and implemented on August 1, 2012. Recently, GB 18401-2003 "National Safety Technical Code for Textile Products" and GB 18401-2010 "National Safety Technical Code for Textile Products" can be implemented."

There are new changes in 8 areas. Reporter: Compared with the 2003 version, what are the major changes to the 2010 version of the standard?

Sun Ximin: Changes are mainly reflected in the following aspects:

The scope of application of the standard: The scope of application of the 2010 version of the standard adds “home”, removes “used”, “unless otherwise agreed by supply and demand parties”, and applies to taking, decorating, and home textile products produced and sold in China. It is more comprehensive and accurate in its formulation. Appendix A lists 13 categories of textile products that do not fall within the scope of the new standard (newly added “A.11 disposable sanitary products, A.12 bags, back packs, shoes, umbrellas, etc., A.13 carpets, etc.”) .

Textile products for infants and young children: First, the applicable age of infants and young children's products was changed from 24 months to 36 months. That is to say, 3.3 infant textile products are defined as “the textiles worn or used by infants and young children aged 36 months or less. product". The second is to adjust the height of infants and young children from 80cm to 100cm, that is, the 5.3 article “Note: Generally applicable to products used by infants with a height of 100cm or less can be used as infant textile products”. However, it should be noted that the precondition for judging the infant product is the object of use of the product, not the height range, and the height range is only an auxiliary defined condition. Third, the safety requirements for textile products for infants and young children are Class A requirements. All safety technical indicators are stricter than those of Class B and Class C.

Product Classification: In order to avoid confusing the two concepts of product classification and product safety technical requirements classification, the 2010 version of the standard changes the product classification in the original standard from the form of A, B and C class code plus text description to the classification form directly described in words. , namely: infant textile products, textile products that directly contact the skin, textile products that are not in direct contact with the skin, and the basic safety technical requirements are still divided into A, B, and C categories.

Type B pH: Considering the requirements of China's water quality and resource conservation, the 2010 version of the standard will change the pH of Type B from 4.0 to 7.5 to 4.0 to 8.5.
